It has been a blessing and a privilege to serve you, the citizens of Hurricane as your mayor for the past three and a half years. Our city—spanning 53 square miles and the third largest in Utah by land area—is more than just a place on the map. It’s my hometown. It’s where my roots run deep, and where my heart is firmly planted.
I chose public service because I genuinely love the people of this community. I want my children and grandchildren to grow up enjoying all that Hurricane has to offer—its values, its beauty, and its small town charm and way of life. At my core, I’m guided by faith, family, and friendship. You are my “why.” My hope is that your families, like mine, can continue to build lasting legacies here for generations to come.
Prior to the previous election, zoning changes were happening across nearly every development, reshaping the look and feel of our city. Since taking office, we’ve taken a more measured approach—ensuring no high-density zone changes have been made. Together with the City Council, we’ve made thoughtful, deliberate progress across key areas including public safety, infrastructure, recreation, heritage, and overall quality of life.
These achievements reflect a shared vision—one that prioritizes small-town charm, strong community spirit, and knowing your neighbors. It means showing up for one another, lending a helping hand, and being a good friend. These values are what set Hurricane apart.
The beauty of our city lies not only in its breathtaking scenery and world-class recreation, but in the people who live here. I’m deeply grateful for your support, your trust, and the opportunity to serve as your mayor.

MY BIO
I was born in St. George and raised in Hurricane until age 10. My family moved to Monroe, Utah where I graduated from South Sevier High School. I graduated from Southern Utah University in Cedar City.
I married my high school sweetheart, Willie Billings, and we have been married for 34 years. We have five children and five cute grandchildren.
After college, I moved to Hurricane in 1991 and have lived here ever since.
I am intensely involved in our community. My volunteer service includes coaching basketball, soccer, and serving on the Little League Board for 13 years, helping the Tri-State ATV Club, and serving as a Boy Scout leader for 10 years. I served as Director of the Hurricane City Christmas Tree Festival and have also held many leadership positions in church helping youth and adults. I served as Republican Precinct Chairwoman and am currently a member of the Hurricane City Council.
I am passionate about representing citizens and upholding and defending the constitution. My colleagues claim I am the hardest-working person in our community.

"I am endorsing Nanette Billings for re-election for Mayor of Hurricane, Utah. Nanette is a fifth generation resident of Hurricane. She is a descendant of the original pioneers who built and maintained the historic canal that brought water from the Virgin River to the Hurricane Bench following the amazing seven mile route through the canyon. Although she did not graduate from HHS, because her father's career took her to Sevier county, she has lived here for all but her high school and college years. She returned with her husband to raise her family in Hurricane where all of her five children graduated from HHS. She has a great love for Hurricane, its citizens and the wonderful traditions of this beautiful City.
